Fuel Crisis: Shouldn't Buhari resign?

As the fuel scarcity persists, APC has called on the Minister of State, Petroleum,Dr. Ibe Kachikwu to resign. Is it not the senior minister of petroleum, President Mohammdu Buhari, who should advised to resign?
