Poor Police Approach To, Passengers, Offending Commercial Bus Operators

I wish to address the Nigeria Police Force via its FPRO HQ and State Commands. I, like

many Nigerians need to be educated on the issue I want to discuss briefly: ,When commercial vehicles loaded with passengers on trips to various destinations get apprehended by the police for infraction of the rule by either the driver or the motor boy, should the passengers suffer? I know that the rule is that the officer should collect every particulars form the driver with instruction/order that all passengers there in should be safely taken to their destinations while he (driver) should report to the police. But the police and other bulls feel that the passengers who did not drive should suffer and even lose their fare in transit. Is the Police right?
